fixup! Bug 40597: Implement TorSettings module

Bug 41114: Refactor TorConnect.

Additional refactor to the AutoBootstrappingState: be consistent in
initializing private members and document that in case of race some
variables might be set to undefined.
Also, do not store the bootstrap as a member, to avoid possible race
conditions.
