Remove 2016 about:tor donation banner

The 2016 fundraising campaign is over. We should remove the donation banner on the next browser update. (The banner was added in legacy/trac#20414 (moved).)

I simply reverted all 2016 donation banner patches and combined them into a single patch. Here it is for review:
