Use OONI to inform Tor Launcher user workflow

[the Montreal meeting] we discussed how OONI data can be used to make the Tor Launcher workflow simpler and safer for users. Specifically, if we ask users the country in which they are located, Tor Launcher could, in some cases, decide to automatically connect to Vanilla tor, or to a specific bridge type, or to ask the users further questions. The basic data on whether Vanilla Tor will work from a given country should be available relatively soon.

This ticket can serve as a discussion/parent ticket for the data analysis, UX analysis UI design, Tor Launcher patching, etc.
