Use Debian Stretch for cross-compiling our Windows builds

We should move away from Jessie to Stretch for a number of reasons (Jessie is no properly supported Debain distro anymore and it would help with legacy/trac#28238 (moved) it seems, just to name two)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
