Enable static PKP for aus1

While we have HPKP for aus1 right now, we should try to add the pin to the static list to make sure that our update checks are not messed with right from the first start. That's a stopgap until we have proper .onion support for those.

In security/manager/ssl/StaticHPKPins.h there is static cert pinning for some hostnames (including some torproject.org ones). I think this ticket is for adding aus1.torproject.org there.
