Windows 10 - build:19042.867 -- Tor Browser: Could not bind to 127.0.0.1:9150: Permission denied [WSAEACCES ]

This problem appeared after the Windows update and now in this version of Windows I can not use Tor. (both Alpha and Stable)

New installed in the default directory. (Desktop)

Edition	Windows 10 Pro
Version	20H2
OS build	19042.867
Experience	Windows Feature Experience Pack 120.2212.551.0

I also looked at netstat -a -o -n -b and have no active/inactive 9150.

I added the following lines in Desktop\Tor Browser\Browser\TorBrowser\Data\Tor\torrc or Desktop\Tor Browser\Browser\TorBrowser\Data\Tor\torrc-defaults :

SocksListenAddress 127.0.0.1:9050
SocksPort 9050

But:

Then, looking at this Issue, I realized that I need to add this line in Desktop\Tor Browser\Browser\TorBrowser\Data\Browser\profile.default\prefs.js:

user_pref("network.proxy.socks_port", 9050);

It works this way. But I am just one person.
