05/13 nightly update makes Tor Browser unusable

I updated my nightly build this morning and got greeted with a read
about:tor page saying something went wrong. And indeed something went
wrong as I am not able to use Tor Browser at all. Trying to reach a
website results in a "proxy connection refused" error.
After digging a while and looking over the recent code changes that
landed it turns out that I had to set export TOR_USE_LEGACY_LAUNCHER=1
to get a working Tor Browser back. If I do a unset TOR_USE_LEGACY_LAUNCHER and re-start Tor Browser it is broken again.
