Verify onion reachability before redirect

When the site sends the Onion-svc header AND the TBB option "Prefer onion when known" is set to "Always", browser automatically redirects user to this page on supplied onionsite. However, i've seen cases when this onion was unreachable for some reason, forcing me to temporary disable the option.
