Picture-in-Picture is enabled on tbb 11.0a10

Summary

I have noticed that the Picture-in-Picture feature is enabled in tbb 11.0a10 shipped in Tails.

1. Visit https://www.democracynow.org/ and click on watch
2. There is an icon on the video

What is the current bug behavior?

This feature should be disabled because the security implications have not been evaluated, see #40147 (closed)

I am using Tails 4.24 and Tor Browser came along with the update.
