Rebase tor-browser patches to 96.0

Commit bab24fda from gecko-dev, branch geckoview-96.0-11.5-1.

Please rebase the commits from geckoview-95.0b12-11.5-1 onto geckoview-96.0-11.5-1. The patchset is similar to the desktop branch (based on 91esr), but we dropped some desktop-only patches due to difficult conflict resolution (see #40730 (closed) for more info, we should synchronize the branches, again, in the future but not in this issue).
