Capitalize the "T" in "Tor" in application menu

In #40718 (closed), we changed New identity and New Tor circuit for this site to be sentence case following user feedback.

The "T" in New Tor circuit for this site should still be capitalized however, as it's normally treated as a proper noun in our microcopy.
