Update message bar string when not connected in about:prefs#tor

As per #40687 (comment 2765243), can we update the EN string used in the purple message bar in about:preferences#tor to:

Changes to Tor Network Settings won’t take effect until you connect

Effectively removing "to the Tor Network", please?
