Update message bar styling in about:preferences#tor
The message bar on about:preferences#tor looks a little bit wonky post the proton updates. This is a minor issue and can be patched post-release.

The styling of message bars themselves appears to have had a light update in Proton too. I suggest the following fixes:
- Reduce the length of the string for (en) by removing the last four words:
Changes to Tor Network Settings will not take effect until you connect
to the Tor Network
- Update the message bar styling to match Firefox's newer chunkier styling:
