[torconnect] Potentially remove "Connect" option from final error

In the designs for #40781 (closed) the final error included just two options: "Restart Tor Browser" and "Configure Connection".

At the moment, the most recent build has three (I'm guessing for the same reason the initial connection error does):

However I think we should condense this back down to two in this case. Could we:

• Remove "Connect" entirely.

Or:

• Remove "Restart Tor Browser" if we think "Connect" will be more useful, and rename "Connect" to "Try Again" as per #40874 (closed).

And:

• Make "Configure Connection..." the recommended (purple) option regardless of outcome, please.
