[torconnect] Consume country code to improve error reporting

Now that tpo/anti-censorship/rdsys!40 (merged) has been merged, we can and should consume country codes on our side, so that we ask users if their country is correct, when we get it, instead of always telling them that we couldn't locate them.
Similar changes should be made to the about:preferences#connection page, probably.
