@cypherpunks1 said that urlbar interventions are not disabled in Tor Browser, and that the preference we are using (browser.urlbar.update1.interventions) is obsolete (see #40783 (comment 2838323)).
I am not familiar with this part of Firefox. From a quick search, I found that they can be still disabled with enterprise policies.
We should check why we disabled them in the first place, if it's still needed, or if we can keep them enabled.
So weirdly enough only the refresh queries work in Mullvad Browser, and none of them are working in tor-browser. clear and refresh are working in Firefox 117, but not update (perhaps related to it being an apt packag )
It seems straight-forward enough to remove the entries we don't want from localProvierModules as suggested by @cypherpunks1. Seems we would just need to remove the UrlbarProviderInterventions entry. As part of a fix for #41576 (closed) we can remove UrlbarProviderWeather and whatever triggers the Addons.
