Implement a setting to always prefer onion sites

As I wrote on #41230 (moved), privacy.prioritizeonions.enabled works on Android, too, but we're missing a way to enable it.

We could add a preference on the Tor settings panel, to start adding the feature to Android users, and then follow up on a complete UX to reach desktop parity.
