Updating from 12.0.2 to 12.0.3 resets NoScript settings

Updating from 12.0.2 to 12.0.3 resets NoScript customizations for users who override Tor Browser's settings.

The security level presets seem preserved, though, and the level unchanged.

Reported by @bentham in the #tor channel, he suggests warning users those users to NoScript Options>Export so they're able to NoScript Options>Import afterwards (in the release blog post? /cc @richard, @pierov).
