Bridge lines in tools/torbrowser/bridges.js out of date

We ship a copy of the bridge lines to deploy in local dev-builds, but we have not kept them up to date with the bridge lines in the tor-expert-bundle. In the short-term we need to update these lines for snowflake to work at all, and for meek-lite and obfs4 to connect to working bridges. Longer-term we should re-examine how these are deployed and update our process for keeping them in sync with the latest bridge lines in tor-browser-build.
