Replace the patch to disable live reload with its preference

A cypherpunk made us notice that bad85a45 isn't needed, we can use intl.multilingual.liveReload instead.

I must have not noticed that when I implemented the patch 😅.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
