Stop providing our brand.dtd after we update the about dialog

It isn't used anymore upstream: 1662ea09.

We still use it on aboutDialog.dtd.

We could move it there, but I think it'd be new strings to translate, so not very good, since we want to go away from legacy formats anyway.
