Disable cookie banner service and UI.

As a result of #41961 (closed), #41945 (closed) and #41981 (closed) we decided to disable the automatic cookie banner dismissal service and its UI for now, and reevaluate for 13.5 once we're sure there are no privacy or security side effects.
