Remove the CAPTCHA from the "Request bridges" flow

anti-censorship issue: tpo/anti-censorship/rdsys#173 (comment 2941598)

The moat CAPTCHA UX is going away sometime in 2024. We will need to rip out the existing UX and implement the new UX in both Desktop and Android.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
