Tor Circuit button not shown if TLS handshake fails

Related to #42107 (closed): when the connection fails, Tor Browser does not display the Tor Circuit button. Or, if the tab already had a webpage open, it keeps displaying the Tor circuit for that page instead of the one used in the the failed connection attempt.

It really should be available: if a server drops the connection during the TLS handshake, it might only do that to specific exit nodes, so users should be able to change the Tor circuit.
