tb-dev fetch command is missing repository argument

The tb-dev script git fetch commands are missing the upstream repository argument.

Also, we can limit them to just fetch the upstream branch we actually need for the command.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
