Re-run update_emojis.py and update locales

We should re-run update-emojis.py for 14.0, and update the locale list.

Alternatively, we could bundle all the languages provided in the annotation files into Tor Browser, and use mozilla language negotiation to find the best fit. Then we won't have to update this every time a locale is added (or removed).

Also, maybe we should have a way to remind ourselves to re-run this for each ".5" release.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
