Prioritize "Request Bridges..." ahead of other methods in Connection settings

Some UX feedback here as I was testing the upcoming Tor Browser 13.5 release and was discussing this with @donuts earlier.

In the 'Find more bridges' section in the Connection settings, prima facie, it seems to me that I (as a user) should try Telegram, Web and Email before using Moat ('Request bridges') which is contrary to the established user workflow where we want users to try requesting bridges from within Tor Browser as the first step.
