Drop torconnect rule in eslint-plugin-mozilla

From !1043 (comment 3040391). It seems we make some modification to the eslint-plugin-mozilla for torconnect specifically. This was originally added a while ago and doesn't seem to be necessary any more since our other components don't need it. So we could drop this.
