Add the commands to produce the APKs to tools/geckoview

After the second monorepo migration, we can build APKs from tor-browser.git.

We could update the Makefile in tools/geckoview to do so, instead of building only GeckoView.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
