Inconsistent use of "New private window" vs "New window"

We do not consistently use "New private window" vs just "New window":

In the File menu, firefox shows it as "New private window (Ctrl+N)". We have it hidden entirely: #42362 (closed).
In the app menu, firefox shows both "New window (Ctrl+N)" and "New private window (Ctrl+Shift+P)". We show only "New window (Ctrl+N)".
In the link context menu, firefox only shows "New private window". We do not modify this.
In the bookmarks window, firefox only shows "New window". We do not modify this.
In the tor circuit display ".tor.onion" alias, we copy the "New private window" from the link context menu.

Note that the original issue #25660 (closed) only seemed to focus on the app menu.

This inconsistency should probably be upstreamed, related to bugzilla bug 1738027.
