Revert the OS deprecation notification introduced in #42347

In #42347 (closed), we added a notification that tells users that Windows 7 and macOS 10.14 won't be supported anymore.

14.0a1 fails to launch on Windows 7 (some nasty errors, impossible to understand) and macOS 10.14 refuses to open the app bundle, so we can now drop that commit.
