Local files and extensions can't be loaded in new windows before bootstrap

When connected, the click to play webgl overlay, when clicked shows the options in a popup on top of the current window, centered. Nice!

But if I am not connected, and I am testing, say on file:// (not sure about localhost), then the "popup" becomes a popunder and it not populated
