Hide non-private tab settings and history search on Android

"Close tabs" and "Move old tabs to inactive" don't apply to private tabs so we can hide them:

Since all tabs are currently private, the tab settings for HTTPS-Only Mode have no effect and could confuse users, we can hide them too:

While search suggestions are disabled by default, it would be better to hide "Show in private sessions" and control the feature with a single preference. We can also disable and hide the "Search browsing history" preference:
