Change Description

Finally remove the UI to customize web languages, and get rid of a footgun + complicated and hard to understand UI.

RFP not being a bool, but a tristate (0 = unknown, 1 = off, 2 = on) makes the patch more complicated.

I thought about following the style of other controls, but then I YOLO'ed it to share some variables.

How Tested

1. Verified changing the value works as expected
2. Verified pages are synchronized (also with external changes, such as about:config and the dialog shown when the pref is 0)
3. Verified the checkbox is checked when loading the page when needed (and I write this because I got this right from the beginning 🤥)
