Change Description

We follow upstream mozilla and add the description-deemphasized
class to our preference descriptions.

This one was a little strange because it is descriptive content next to a button, which is rare. I followed the "Cookies and Site Data" example and decided to de-emphasise this. I also added the description-with-side-element
class, which handles the extra inline-end margin for us.

I'm not super sure about this case. It is purely descriptive text, but this whole section departs from the Firefox design.
