Change Description

Disabling CI completely for 115. CI is not necessary there, the linters fail anyways, and it's causing annyoing issues: tpo/tpa/team#41677 (closed).

I am working on other fixes for the newest branches, but backporting is not straight forward so let's just release the burden of backporting completely.
