Change Description

Change the lint jobs to use the new dedicated runners.

There are two big things here:

1. I changed the lint job to use the dedicated Gitlab runners that already have a local copy of the repository;
2. I re-enable the lint jobs on default branches :)

How Tested

No testing required, if CI is green we are happy.
