Change Description

Added function to optionally disable Firefox's isAllCaps=true value for snackbar_btn in fenix_snackbar.xml (shown here), which forces ALL CAPS if available to the FenixSnackbar action button.

How Tested

Change the string connection_assist_connect_to_tor_before_opening_links_confirmation from "CONNECT" to "connect" (or any string with atleast one lower case value) and notice that the button text exactly matches the string
