Change Description

Adds a 1px x 1px empty png as chrome://global/skin/icons/torbrowser.png both to desktop and Android.

This doesn't add fingerprintability as other assets are already exposed. This just adds stability for tests.

How Tested

Checked that the URL can be opened on a Linux build.

I didn't create a full Android build, but I've tested with chrome://global/skin/media/imagedoc-darknoise.png, another asset from the same jar.
