Change Description

NOTE: This depends on the changes in part 1: !1337 (merged). As such, before !1337 (merged) lands this will include a few commits from it's merge request.

We make sure all external changes to TorSettings values pass through changeSettings. In particular, callers do not need to worry about calling saveToPrefs or applySettings, which was always needed anyway.

This is in preparation for #41921 (closed) to make its implementation easier.

How Tested

Android is untested.

Changed various bridges, proxy and firewall settings in different about:preferences#connection tabs. They are all relayed to the other. Also appear in the torrc file.

Changing the quickstart setting in about:torconnect will be passed up as well.
