Change Description

NOTE: This depends on the changes in part 5: !1341 (merged). As such, before !1341 (merged) lands this will include a few commits from it's merge request. Only the last five commits are relevant for this merge request.

TorConnect will need early access to the TorSettings.quickstart.enabled setting before it is initialised. Similar, about:torconnect may load before TorSettings is initialised.

As such, we treat the quickstart setting as a normal preference now controlled by TorConnect.

We also fix a typo in about:torconnect, where a signal was named quickstart-changed rather than quickstart-change.

How Tested

Changed the quickstart setting in both about:torconnect and about:preferences#connection.
