Change Description

The update-translation CI has been moved to base-browser, where mullvad-browser can also call it.

Depends on a small change https://gitlab.torproject.org/tor-browser-translation-bot/translation/-/merge_requests/7, which should land just before this merge request.

/cc @pierov to be aware of the patch movement from tor-browser to base-browser. Let me know if I should change the commit message for the two commits that will need to be dropped from tor-browser at the next rebase.
