Change Description

We change the structure of the Tor log to be a <table> to have better representation for screen readers. We also change the styling to match the android log styling. And we allow the log to receive new updates, so the user does not have to re-open the dialog to see the latest messages.

How Tested

Tested with Orca.

Tested with the debug "bidi" locale to see the presentation in right-to-left.
