Change Description

We move some about:torconnect specific methods from TorConnect to TorConnectParent to leave TorConnect independent of the implementation on desktop or android. Once android no longer needs about:torconnect as a fall-back we can move TorConnectParent back to the browser directory.

Also fix two minor bugs:

1. The HomePage module was loaded from .jsm rather than .mjs.
2. The "Choose for me" now only activates if the user has selected "Automatic" or a specific region.

How Tested

Tested the redirect urls by passing in URLs as arguments. Trying to visit about:home, etc, before bootstrapping. Setting home page to https://example.org|https://example.net.

Tested the open command using the bridge dialogs before bootstrapping, the "Connect" button in the urlbar, the "Connect" button in "about:preferences#connection" and the "Choose for me" button that shows if normal bootstrapping fails.
