Change Description

Basically the same as !1317 (merged), but for creating instead of destroying. Added a check to only listen to bootstrap changes by the homeActivity if html is enabled since it is the only use for it.

How Tested

Boot with and without html enabled and ensure it works properly and the bootstrap events are being properly handled.
