How Tested

By default it should not show

comment out return in HomeFragment.kt line 569

now it should show on the selected locales (please test if possible a few)

it should launch the survey with the right language (currently the survey url gives a 401...)

if dismissed, it should never reappear (just append _nn to the value of pref_key_hide_campaign_2025_ux_survey in `preference_keys.xml' line 432 to make it reappear for testing)
