Draft: fixup! Bug 27476: Implement about:torconnect captive portal within Tor Browser

By default we are now starting in 'offline' mode (unless we are using the legacy tor-launcher via TOR_USE_LEGACY_LAUNCHER env variable) and only go 'online' after bootstrapping completes.
