Use netlify for moat's domain fronting

We want to test this domain front in alpha only for now and see how it goes before moving it to stable. So this should not be included in the next stable (not sure where to point the merge request for alpha, sorry).

We want to diversify domain fronts so snowflake and moat doesn't use the same provider.
