Change Description

Firefox 138 introduced a new "preonboarding" for the terms of usage.

They are mostly about telemetry and data collection, which we disable.

Indeed, they know and the feature is currently gated also on datareporting.policy.dataSubmissionEnabled. However, they refactored the thing, and they might remove the check on this.

So, it makes sense to set also the specific pref, which is used through Nimbus.

Also, I moved the datareporting prefs, as they make more sense with telemetry in my opinion.

#44026 (closed) contains a deeper investigation.

How Tested

Not tested, as for 140 this isn't necessary.

Still, I think it's a good idea to define this pref, because upstream has done some refactors after 140.
