Adding issue template for bugs.

Gaba requested to merge issue_template into tor-browser-78.11.0esr-10.5-1

There are two templates here:

  1. UX bug template is specific for the UX bugs coming from any change done in 10.5
  2. bug template will be for any other bug that people will send.
